The Lagos State Government has announced plans to launch the Telecommunication Infrastructure Regulatory System (TIRS) in February 2026, a digital platform designed to strengthen transparency, accountability, and efficiency in the management of telecom infrastructure across the state.
In a statement issued over the weekend, Prince Oyekanmi Elegushi, General Manager of the Lagos State Infrastructure Maintenance Regulatory Agency (LASIMRA), said the new system will ensure that all telecommunications infrastructure — including masts, towers, and fiber-optic installations — comply with regulatory standards and environmental guidelines.
According to Elegushi, the TIRS platform will revolutionize how telecom operators and infrastructure providers obtain permits in Lagos State by digitizing the entire application and approval process.
“The implementation of the Telecommunication Infrastructure Regulatory System (TIRS) is expected to significantly enhance transparency and accountability, minimizing human interaction by 99 percent,” he said.
“Companies will henceforth be required to apply for infrastructure permits — including those for masts, towers, and right-of-way for fiber optic cables — through an online platform, thereby eliminating the need for physical visits to LASIMRA offices.”
Elegushi disclosed that a comprehensive training programme had been completed for all LASIMRA departments and units to equip officers with both the theoretical and practical knowledge required to operate the new system effectively.
He described the initiative as a major milestone in the agency’s ongoing efforts to optimize regulatory processes, adding that the project aligns with the state government’s commitment to fostering a sustainable and investment-friendly environment for all operators and stakeholders in the telecom sector.
“The launch of TIRS in 2026 will further reinforce Lagos State’s position as Nigeria’s digital infrastructure hub,” Elegushi affirmed.
The initiative reflects Lagos’ broader smart-city agenda, aimed at expanding broadband access, improving service delivery, and reducing bureaucratic bottlenecks in critical infrastructure development.
