The decision was reached on Tuesday during plenary after a motion by Majority Leader, Hon. Bello Muhammad Mazawajje Tsafe, was seconded by Deputy Speaker, Hon. Adamu Aliyu Gummi.

According to the Assembly’s Chief Press Secretary, Bello Kurya, Kagara attended only 21 out of 180 sitting days, violating constitutional provisions and House rules mandating consistent legislative participation.

Several lawmakers, including Hon. Kabiru Mikailu Dangulbi (Maru South), Hon. Rilwanu Marafa Nagambo Anka (Anka), Hon. Ibrahim Garba Liman Fegin Mahe (Gusau II), and Hon. Adamu Aliyu Gummi (Gummi II), backed the motion, stressing the need for discipline and legislative integrity.

Hon. Halliru Abdullahi Kuturu (Zurmi East) pleaded for alternative disciplinary measures, but the Speaker, Rt. Hon. Bilyaminu Ismail Moriki, ruled in favor of the seat’s declaration as vacant, citing Sections 101 and 109(2) of the Nigerian Constitution.

Efforts by various House committees to mediate with Kagara reportedly failed, leading to the final decision.

Meanwhile, the Assembly has tasked its Committees on Agriculture and Justice to investigate the operations and current status of the Zamfara State Fertilizer Blending Plant. The committees are expected to submit their findings within a month for further legislative action.
