Nigeria Signs Samoa Agreement with EU-OACPS Partnership


On June 28, 2024, Nigeria officially signed the Samoa Agreement at the Organisation of African, Caribbean, and Pacific States (OACPS) Secretariat in Brussels, Belgium. This landmark partnership agreement involves the European Union (EU) and its Member States on one side, and the member states of the OACPS on the other.

Negotiations for this agreement commenced in 2018 during the 73rd United Nations General Assembly and culminated in its signing in Apia, Samoa on November 15, 2018. The agreement comprises 103 articles, featuring a foundational compact and three regional protocols tailored for Africa-EU, Caribbean-EU, and Pacific-EU cooperation.

The African Regional Protocol includes frameworks for cooperation in various critical areas such as economic growth, human development, environmental sustainability, climate change mitigation, peace and security, human rights, democracy, governance, and migration.

Nigeria’s endorsement of the Samoa Agreement followed rigorous review and consultation by the Interministerial Committee, convened by the Federal Ministry of Budget and Economic Planning in collaboration with the Ministry of Foreign Affairs and the Federal Ministry of Justice. It was confirmed that none of the agreement’s provisions contravene Nigeria’s constitution or laws.

Accompanying Nigeria’s signature was a Declaration Statement dated June 26, 2024, clarifying its interpretation and application of the agreement within its legal framework. This underscores President Bola Tinubu’s administration’s commitment to upholding national interests and ensuring that all international agreements benefit Nigeria and its citizens.

The Samoa Agreement serves as a crucial legal framework facilitating cooperation between OACPS member states and the EU, aimed at promoting sustainable development, combating climate change, creating investment opportunities, and enhancing international collaboration among OACPS nations.

Currently, only five of the 79 OACPS member states, namely Equatorial Guinea (Africa), Cuba and Trinidad and Tobago (Caribbean), and Nauru and Tuvalu (Pacific), have yet to sign the agreement. All 27 EU member states signed the agreement on November 15, 2023, demonstrating broad international support and commitment to its objectives.
