The House of Representatives has established a 23-member committee to evaluate the proposed restructuring of Federal Government agencies, aligning with the Stephen Oronsaye Report. President Bola Ahmed Tinubu directed the full implementation of the report, advocating for the streamlining, scrapping, and merging of government agencies with similar mandates.

Speaker Tajudeen Abbas, while announcing the committee’s composition at the commencement of the plenary, outlined its responsibilities. Chaired by House Leader Julius Ihonvbare, the committee will scrutinize the Executive’s recommendations, provide advice to the House, and offer guidance on accommodating those affected by the government’s restructuring program. Additionally, it will propose measures to mitigate potential outcomes, fallout, and legislative adjustments to facilitate the restructuring.

Committee members include Kabiru Tukura, Fatima Talba, Sani Umar, Oluwole Oke, Isiaka Ibrahim Ayokunle, Candice Moore Chukwugozie, Ademorin Kuye, Patrick Etaba, Aliyu Abdullahi, and Yusuf Miga, among others.

Responding to a Motion of Urgent Public Importance sponsored by Kama Nkemkanma, Olumide Osoba, and Jonathan Gaza Gbefwi, the House called on the President to review the Orosanye Report and the Goni Aji Report, considering current realities. The motion urged the government to explore implementable alternatives aligned with present conditions, minimizing unintended consequences.

Addressing concerns about the nation’s economy, Nkemkanma pointed out that the Oronsaye Committee’s recommendations, which proposed scrapping and merging 220 out of 541 government agencies, were not fully implemented. The House recommended a review of the report and its subsequent reviews, considering all White Papers released in line with current circumstances.

The motion also advised the Executive to develop and implement policies repositioning the agricultural, solid mineral, and informal sectors to provide alternatives for those potentially affected by the restructuring, simultaneously stimulating economic growth.

While the Muhammadu Buhari administration inaugurated committees to review the Orosanye Report and agencies created between 2014 and 2021 in November 2021, the House expressed concerns about the delayed implementation of the report. It emphasized the need to address the report’s potential obsolescence due to evolving dynamics in society, the economy, polity, technology, and other aspects of national life.
