Lokoja, Aug. 4, 2022 Mr Henry Omokhaye, budget developer with Budget Foundation, a non governmental organisation, has advised citizens to fully participate in budget preparation and monitoring.

Omokhaye gave the advice on Thursday during a training workshop organised by Stallion Times in conjunction with MacArthur Foundation in Lokoja.

He said that with citizens non-participation in budget preparation, monitoring and implementation, development might elude their communities.

The developer said “budget is a fiscal policy that addresses distribution of resources in a fair and equitable manner for economic growth.

“All campaign promises and manifestos of a winning political party go into the nation’s budget or appropriation act for implementation by the government

“Although the appropriation act is the second most important document after the nation’s constitution, it’s the most abused law”.

He said that citizens must first participate in budget preparation snd ensure that all the projects they wanted government to execute for them were included in the scheme of things.

According to him, the act helps citizens to know priorities of the government in form of constituency probably.

The resource person also told journalists to ensure that “constituency projects in the appropriation act are tracked and reported through investigative journalism.

“This is necessary because lack of inclusion of some agencies and specificity of projects in the act are some of the reasons for the inefficiency in budget implementation”
