The Federal Government said at the weekend that the first phase of its National Integrated Power Plants (NIPP) programme would terminate this year unfailingly, threatening to recover funds, and sanction non-performing contractors.

Executive Secretary of the company, Abiodun Olotu, who said this in a New Year message, said his vacation in 2013 delayed the commissioning of some of the completed NIPP projects.
He noted that the country’s power generation, transmission and distribution spheres have been transformed with “the harvest of project delivery which started briefly in 2012.
“But for my proceeding on leave, several other projects lined up for commissioning would have been delivered.”
Nigerians will, according to him, surely celebrate the government this year 2014 for the good and the not so good “with great jubilations, the effect of which depends on the side of the equation we find ourselves since our NIPP phase one programme will definitely terminate this year unfailingly.
“Performing contractors will be celebrated for project delivery and non performing contractors will be celebrated for funds recovery and other measure. NIPP and it’s team will stand tall for doing Nigeria great service by reporting each stage accurately.”
He continued: “The harvest of project delivery which started briefly in 2012 with Olorunsogo Power Plant of Serco III and Transmission Projects of the likes of Katampe (Abuja), Mando (Kaduna), CBD Abuja and Kumbutso (Kano) Sub stations of Chanel/AK-AY, blazing the trail continued in 2013 with numerous others. Enter GE, Omotosho-CMEC, Geregu-Siemens, Ogorode-Marubeni, Ihovbor- Marubeni, Alaoji-RE for Power Plant delivery in full or significant part.
“AKay, Energo, NCEP, CCC, etc adding dynamism to project delivery with great enthusiam and numerous other EPCs and PCs popping up distribution projects here and there all over the country churning out needed megawatts and wheeling same through added capacities in lines and substations at transmission and distribution levels. Gas projects of Oilserve entered the foray of delivered projects. It is on record that between 16 days of one another, two power plant projects (Geregu-434 megawatts and Omotosho-500MW) were officially commissioned by Mr. President (Goodluck Jonathan) in October 2013, the first ever such addition to our power equation by one sitting President.
“Towards the end of November and within two weeks, my team commissioned 20 distribution projects in the East, North and FCT areas of Nigeria. Never had this happened in our country before now. But for my proceeding on leave, several other projects lined up for commissioning would have been delivered. Relevant contractors and project managers are highly commended for these large scale creditable and epoch making performances
“For slower moving contractors and PCs strategic and ingenious initiatives supported by them were introduced to enhance efforts to crystallize more projects. These efforts are beginning to yield fruits.”
He added: “For a few difficult contractors who were and are still slow to move with the trend or haven’t realised that the train has moved far away from variation equations to project delivery celebrations, I can only say good luck to you. Few as you may be, Nigerians will hold you accountable sooner than you think.
